Khartoum Informs Berlin of its Rejection for Convening A Conference on Sudan Without Prior Consultation with the Government

Sudanese Ambassador to Berlin, Ilham Ibrahim Mohamed Ahmed, delivered an official memorandum to the German Foreign Ministry on Friday, conveying the Sudanese government’s position rejecting the holding of the Berlin conference on Sudan without the Sudanese government’s participation, consent, and consultation on all arrangements.
A statement issued by the Sudanese Ministry of Foreign Affairs and International Cooperation said that Ambassador Ilham, accompanied by the Deputy Head of Mission, Ambassador Idris Mohamed Ali, delivered the memorandum to Ambassador Jessa Brautigam, Director of the Sub-Saharan Africa and Sahel Department at the German Foreign Ministry
The memorandum emphasized that any attempt to discuss or decide on Sudan without the participation of its government constitutes a flagrant violation of international law and the UN Charter, and an infringement on state sovereignty and established diplomatic norms.
The Sudanese ambassador emphasized her country’s rejection of the exclusion of the Sudanese government, which enjoys the support of the vast majority of the Sudanese people, from the conference under the pretext of equating the nation-state and its legitimate institutions with a terrorist militia. She warned that this would contribute to undermining the nation-state, encourage the formation of parallel entities, render the conference’s deliberations meaningless, and prevent the achievement of peace or stability.
The Sudanese ambassador also expressed her country’s concern regarding the invitation extended to countries directly or indirectly involved in the conflict, asserting that this undermines the conference’s credibility and encourages continued interventions that fuel the conflict and jeopardize security and stability in Sudan and the region.
In its memorandum, Sudan reaffirmed its commitment to a just, peaceful, and sustainable solution based on the roadmap presented by the Chairman of the Transitional Sovereign Council in March 2025, and the subsequent peace initiative presented by the Prime Minister to the Security Council in December 2025.
Sudan considers this a practical framework for achieving peace and stability, welcoming any regional and international efforts that support and complement it, and expressing its readiness to engage positively with any serious initiative that respects Sudan’s sovereignty, unity, and territorial integrity.
The Ambassador concluded by emphasizing that the patronizing approach reflected in the Berlin Conference might compel Sudan to reconsider its dealings with the organizing and sponsoring countries of the conference, based on the principle of reciprocity.
It is worth noting that the Sudanese mission in Berlin has been engaged in intensive communications and efforts since the announcement of the conference in January to convey Sudan’s positions and concerns.
