Tax Chamber Announces Official Launch of Electronic Invoice System

The Tax Chamber announced the official implementation of the electronic invoice system starting from the beginning of May.

Minister of Finance Dr. Jibril Ibrahim affirmed the ministry’s commitment to digital transformation and providing its requirements as a priority for continuously improving the chamber’s performance. He stated that the goal is to increase public revenues by expanding the tax base and reaching new taxpayers without imposing additional burdens on citizens.

During a visit to the chamber’s headquarters in Khartoum on Thursday, accompanied by Acting Undersecretary of Finance Makki Abdel Rahim and directors of the ministry’s general departments, the minister pledged to work toward providing the latest technologies, specialized training, and attracting qualified personnel, describing the initiative as an investment with guaranteed returns.

He also called for greater efforts to regulate the tax system through full digital transformation in a way that encourages taxpayers to comply with payments and integrates the informal sector to achieve tax justice and inclusiveness. He stressed his commitment to creating a suitable work environment to ensure the success of the planned reforms.

For his part, the Secretary-General of the Tax Chamber, Badr Al-Tamam Mohamed Saad, announced the actual rollout of the electronic invoice system, noting that it would contribute to increasing state revenues, enhancing transparency, and reducing disputes with taxpayers.

The Secretary-General also revealed that an agreement had been reached with the Ministry of Finance on a timetable to fully computerize the system by the end of 2026, with a target of reaching 2,000 taxpayers operating under the electronic invoicing system.

He added that the chamber’s performance from January through April achieved the desired results, noting that reports on the performance of the general departments and the implementation status of the invoicing system during that period had been reviewed
