Exporters Chamber Urges Grace Period for Banned Firms, Progressive Penalties for Delayed Proceeds

Sudanhorizon – Hala Hamza

The Chairman of the National Chamber of Exporters, Dr. Wajdi Mirghani, has urged the government and the Central Bank of Sudan to grant banned export companies a three-month grace period to repatriate their export proceeds.

Speaking during the Export Forum held in Port Sudan earlier this week, Mirghani proposed the introduction of a progressive penalty system for companies that fail to meet the repayment deadline, while ensuring the decision coincides with the export season to guarantee the flow of returns and avoid increased demand in the parallel market.

He emphasized the need for policy stability in the export sector for at least one full season, suggesting that any new export-related policies be discussed in advance between the relevant authorities and the National Chamber of Exporters. This, he said, would allow exporters to prepare appropriate work plans each season according to both global and local conditions.

Mirghani also called on the Ministry of Finance and the Customs Authority to exempt customs duties on warehouses, generators, transformers, and logistical services at Port Sudan.

He further pointed to the negative impact of weak handling conditions at the export port on unloading and re-shipment operations, noting that this causes significant delays and often results in exporters failing to meet contractual delivery deadlines.
