CBS : Establishing Fund to Finance Import of Strategic Commodities

Khartoum – Sudanhorion
The Central Bank of Sudan (CBS) has announced plans to establish a fund designed to secure resources for the importation of strategic commodities. The initiative involves studying appropriate frameworks and mechanisms to enable the banking sector to finance the procurement of these goods, thereby strengthening the sector’s contribution to economic stability.
This was discussed during an extensive meeting held on Sunday at the Central Bank’s headquarters, chaired by the Governor of the Central Bank of Sudan, Amna Mirghani Hassan El-Tom. The meeting highlighted the importance of the proposed fund as part of broader efforts to coordinate financial resources and capabilities, and to foster cooperation between banks and relevant stakeholders. The objective is to provide the necessary financing for activities related to the import and supply of strategic commodities, improve the flow of goods, and enhance market stability.
The meeting also addressed the general concept of the fund, the types of commodities targeted, potential participating entities, and available financing options. Furthermore, technical and regulatory aspects concerning the fund’s operational mechanisms were examined, with careful consideration given to the specific nature, financing needs, and procurement requirements of each commodity.
Discussions underscored the importance of coordinating efforts among all concerned parties, leveraging the capabilities of the banking sector, and identifying suitable financing mechanisms. Such measures are intended to ensure the availability of strategic commodities, alleviate bottlenecks in supply chains, and bolster commercial and productive activities. This meeting is an extension of the Central Bank of Sudan’s efforts to strengthen the role of the banking sector in serving the national economy and to expand the allocation of banking resources toward priority activities and sectors. This aligns with the requirements of the current phase and the ongoing efforts to transition from a stage of resilience to one of economic recovery.
In 2024, the Central Bank of Sudan announced the launch of a $1 billion commodity portfolio to finance the importation of strategic goods—as designated by the Ministry of Trade—including petroleum products, wheat, flour, and pharmaceuticals. This initiative aims to reduce the demand for foreign currency and stabilize the inflation rate.
