The Quartet in a State of “Clinical Death”, As Boulos Contacts Al-Burhan Directly

Reliable information obtained by Sudanhorizon has confirmed the accuracy of a report published two days ago by Africa Intelligence regarding the existence of a direct communication channel between the Chairman of Sudan’s Transitional Sovereignty Council, General Abdel Fattah al-Burhan, and Massad Boulos, adviser to President Trump on Arab and African affairs, aimed at finding a “mutually acceptable formula” to end the war in Sudan.
Informed sources, speaking to Sudanhorizon, stated that the so-called International Quartet — comprising the United States, Egypt, Saudi Arabia, and the United Arab Emirates — is now in a state of “clinical death”. Sudan, they said, is currently engaging bilaterally with the United States, the Kingdom of Saudi Arabia, and the Arab Republic of Egypt. They pointed to “serious efforts” to formulate a vision responding to a request made by His Royal Highness Crown Prince Mohammed bin Salman of Saudi Arabia to President Trump last November, in which he reportedly called for Trump’s personal intervention to pressure the UAE to halt the flow of weapons and mercenaries into Sudan, considering this the shortest route to ending the war.
Although sources indicated that the ongoing discussions and understandings between al-Burhan and Boulos are not presently open to public disclosure, they stressed that “the general position of the state is to refrain from engaging with any peace plan in which the UAE is a party, on the grounds that it is an aggressor state complicit in acts of genocide against the Sudanese people.”
The sources dismissed the likelihood that Massad Boulos could persuade the remaining Quartet members to exclude the UAE from the equation, describing it as virtually nil. They suggested that while the Quartet would continue to exist formally, it would be unable — as a quartet — to exert positive influence over the course of events. Instead, discussions are reportedly moving towards activating the role of the “Quintet”, comprising the United Nations, the African Union, the European Union, the League of Arab States, and IGAD, to assume the political role associated with ending the war.
The sources concluded by emphasising that developments on the battlefield remain the decisive factor in shaping the direction of mediation efforts. They noted that Sudan would be capable of withstanding external pressure so long as the Sudanese Armed Forces and their allied units continue to secure victories, while the militia retreats, suffers defeats, and experiences growing internal divisions.
