Decision to Relocate All Government Headquarters and Ministries to Alternative Sites

Lt. Gen. Engineer Ibrahim Jaber Ibrahim, member of the Transitional Sovereignty Council and Chairman of the High Committee for Creating an Appropriate Environment for the Return of Citizens to Khartoum State, issued a decision to relocate all government headquarters and ministries — without exception — located in central Khartoum (from Nile Street in the north to the railway line in the south, and from Al-Mogran in the west to the General Command in the east) to alternative sites in eastern and southeastern Khartoum, as well as locations in Bahri and Omdurman.

According to the decision, of which Sudanhorizon obtained a copy, coordination will take place between the Committee for the Relocation of Government Facilities and Strategic Sites in Central Khartoum and the Council of Ministers to hand over the new alternative headquarters according to the list attached to the decision.

The decision clarifies that once the handover process of the new alternative sites is completed, the ministries shall immediately begin operating from those locations.

All state institutions and government entities were instructed to implement this decision immediately.

Relocation of Ministries and Government Headquarters from Central Khartoum

Based on the Transitional Sovereignty Council Decision No. (153) of 2025 establishing the High Committee for Creating an Appropriate Environment for the Return of Citizens to Khartoum State, and on the recommendation of the Committee for the Relocation of Government Facilities and Strategic Sites in Central Khartoum to alternative locations in Khartoum State — formed under Decisions No. (21) and (40) of 2025 — and in consideration of selecting alternative sites that are less costly to maintain, given the high cost of repairing the ministry and government institution buildings damaged by the war and the state’s current need to allocate budgets to meet citizens’ needs and provide essential services such as electricity, water, education, and hospitals, the following decision has been issued:

Relocation of Ministries and Government Headquarters from Central Khartoum

1. As of 19 August 2025 (25 Safar 1447H), all government headquarters and ministries — without exception — located in central Khartoum (from Nile Street in the north to the railway line in the south, and from Al-Mogran in the west to the General Command in the east) shall be relocated to alternative sites in eastern and southeastern Khartoum, as well as to sites in Bahri and Omdurman.

2. Coordination shall take place between the Committee for the Relocation of Government Facilities and Strategic Sites in Central Khartoum and the Council of Ministers to hand over the new alternative headquarters according to the list attached to this decision.

3. Upon completion of the handover process of the new alternative locations, ministries shall immediately commence their work from those locations.

4. All state institutions and government entities are to implement this decision without delay.
