Sudan, UNICEF,ADB Sign Agreement to Restructure Stalled Water Projects in Port Sudan and Kordofan

The Minister of Finance, Dr. Jibril Ibrahim, signed an agreement on thursday at the Ministry of Finance in Khartoum with the African Development Bank and UNICEF (the third implementing party) to restructure a portfolio of stalled water projects and transform them into the “Emergency Water and Sanitation Project for Port Sudan and the States of North and South Kordofan,” with a budget of $51 million funded by the African Development Bank (ADB).
Dr. Jibril signed the agreement, while David Masuki signed on behalf of the African Development Bank (ADB), and Mr. Sheldon, UNICEF Representative in Sudan, signed on behalf of UNICEF, the third implementing party.
The signing took place after the completion of the technical and financial evaluations for the new project, which resulted from the merger of three stalled water projects due to the country’s circumstances.
The project aims to provide safe drinking water and basic sanitation services to 600,000 people in Port Sudan, including 223,000 internally displaced persons, while ensuring the sustainability and efficiency of supply and distribution, building the capacity of local water companies, and enhancing the resilience of water systems to conflict and climate change.
The project includes developing a resilient water infrastructure by rehabilitating the Arba’at well field and transmission networks, constructing a 10,000 m³ desalination plant and reservoirs at Kilometer 14, in addition to emergency interventions to rehabilitate the water supply in El Obeid using solar power and establishing eight water collection points in South Kordofan. It also includes institutional strengthening and capacity building for water authorities, improving sanitation and hygiene through awareness campaigns, and constructing 20 facilities within institutions.
The project is managed by a steering committee chaired by the Ministry of Finance, with membership from UNICEF and the Drinking Water Unit.
The total funding is 51 million Sudanese pounds, to be disbursed in three installments linked to the completion of work plans and reports, over a three-year implementation period starting August 31, 2026.
