Sudan and Belarus: Solid Grounds For Cooperation in Exports and Energy Sectors

Sudan and Belarus have signed a framework agreement on export financing between the ministries of finance of both countries, as well as a memorandum of intent between Sudan’s Ministry of Oil and the Belarusian company Belneftekhim. The agreements open up broad prospects for cooperation in the energy and oil sectors.
The agreements were concluded at the end of the fifth session of the joint ministerial committee, which wrapped up its work on Thursday in the capital, Minsk. The signing of a joint working protocol also crowned the meetings.
The Sudanese delegation to this session was headed by Al-Mu’tasim Ibrahim Ahmed, Minister of Energy. It included Mohamed Nour Abdel Dayem, State Minister at the Ministry of Finance, as well as representatives from several ministries and economic institutions. The Belarusian side was led by Maxim Viktorovich, First Deputy Minister of Natural Resources and Environment, with broad participation from deputy ministers of energy, oil, agriculture, health, industry, and emergencies, as well as representatives of the Belarus Development Bank.
These meetings take place amid notable progress in political and economic relations between the two countries, reflecting a shared desire to achieve constructive, sustainable cooperation across key sectors. The agreements are expected to provide strong momentum for advancing bilateral cooperation towards broader horizons that meet the aspirations of both sides for a productive economic partnership.
Both parties also agreed to continue this institutional dialogue by holding the sixth session of the Sudanese–Belarusian joint ministerial committee next year in Sudan, with exact dates to be coordinated through official diplomatic channels to ensure follow-up and implementation of the agreed understandings and strategic agreements.
