Sudanese Ambassador to Kigali Discusses Reconstruction and Humanitarian Work With Rwanndan and INGOs Officials

Sudan’s Ambassador to Rwanda, Khalid Musa, held a series of official meetings with Rwandan government officials and international organizations. Discussions focused on the evolving situation in Sudan, ways to enhance bilateral cooperation, support for Sudanese refugees, and learning from Rwanda’s experience in reconstruction and rebuilding state institutions after the genocide.
Musa met with Rwandan Minister of Labor Christine Nyukonyika, briefing her on the developments in Sudan and the Sudanese government’s commitment to rebuilding the work environment and civil service. He emphasized the importance of strengthening reconstruction policies and rebuilding what the war destroyed, while also drawing on Rwanda’s model for state-building and creating a productive work environment following the genocide.
The Rwandan Minister welcomed the significant progress in bilateral relations, affirming that cooperation between the Sudanese and Rwandan Ministries of Labor is a cornerstone of joint cooperation programs. She also expressed her support for proposed programs to further develop relations between the two countries in various fields.
In a related context, Khalid Musa met with Ruth Schroff, the UNHCR Representative, in the presence of Sudanese Consul Amin Al-Toum. The two sides discussed ways to cooperate in providing the best possible services to Sudanese refugees affected by the war waged by the Rapid Support Forces militia against the Sudanese people.
They agreed to strengthen joint cooperation to provide psychological and social support and respond to the urgent needs of Sudanese refugees and victims of the ongoing war, thereby contributing to alleviating their suffering and improving their humanitarian situation.
The Sudanese Ambassador also held a separate meeting with the Director of the International Organization for Migration (IOM) in Rwanda, within the framework of the joint program between the two sides to provide assistance and support to the Sudanese community there.
The Ambassador noted the extensive workshop organized by both sides, with the participation of representatives from the Sudanese community, which discussed a number of issues related to the situation of Sudanese in Rwanda and ways to support them. Both parties agreed to continue implementing the joint program, particularly regarding completing the necessary preparations for launching the voluntary repatriation program for Sudanese citizens wishing to return to their country.
In the humanitarian sphere, Khalid Musa met with Nyuguga Arstarig, Permanent Undersecretary of the Ministry of Emergency and Humanitarian Affairs, in the attendance of a delegation from the Humanitarian Affairs Advisory Office of the Sovereignty Council and the Military Attaché, Brigadier General Mohammed Mirghani.
The two sides discussed avenues for joint cooperation between relevant agencies in both countries in the areas of emergency response, disaster relief, and humanitarian aid. The Ambassador and his delegation provided a comprehensive briefing on the evolving situation in Sudan and the government’s policy regarding the reception and distribution of humanitarian aid without any restrictions or conditions, with the exception of respecting national sovereignty.
Musa highlighted the militia’s use of food as a weapon of war, in addition to other crimes and violations documented in United Nations reports. Both sides agreed to exchange expertise, programs, and visits, and to leverage Rwanda’s experience in the humanitarian and emergency response fields, particularly in the post-genocide period.
