Enhancing Port Security Through Advanced Cargo Declaration System

The Sudan Customs Authority signed a partnership agreement on Thursday in Port Sudan with Substansible Company to establish and operate an Advance Cargo Declaration (ACD) platform. The agreement was signed by the Director General of Customs on behalf of the authority and the company’s representative on behalf of Substansible, in a ceremony attended by Minister of Finance Dr. Jibril Ibrahim and Undersecretary Abdullah Ibrahim. Lt. Gen. Salah Ahmed Ibrahim, Director General of Customs, stated that “the signing of this agreement aligns with the Customs Authority’s digital integration program with relevant institutions to facilitate foreign trade in accordance with international standards — thereby enhancing the credibility of Sudan’s trade operations.”

He explained that the contract ensures the implementation of an advance cargo declaration and monitoring system, enabling verification of cargo information before loading onto vessels and preventing the entry of non-compliant goods, thus enhancing the security of Sudanese ports. The Director General added that the new system will improve operational efficiency by simplifying customs clearance procedures, accelerating cargo flow, and reducing port congestion. It will also ensure accurate tax collection on imported goods, thereby boosting the state’s public revenues.
