Al-Burhan Receives Messages from UN Envoy on De-escalation and Civilian Protection

The Chairman of the Transitional Sovereign Council and Commander-in-Chief of the Sudanese Armed Forces, Lieutenant General Abdel Fattah Al-Burhan, today met at the Republican Palace with Pekka Haavisto, the Special Envoy of the UN Secretary-General for Sudan.
The meeting addressed the general situation in the country, as well as efforts to enhance security and stability and achieve comprehensive peace in Sudan.
In a press statement, the UN Special Envoy said he has conveyed important messages regarding de-escalation and the protection of civilians. He said they were also look forward to continuing their meetings to reach the stage of exchanging prisoners and detained civilians, in close cooperation with the International Committee of the Red Cross (ICRC).
Haavisto emphasized that dialogue is the path to achieving sustainable peace and a comprehensive ceasefire. He noted his readiness to cooperate and engage closely with all Sudanese parties and stakeholders, and to work with partners in the “Quintet” to advance the political process, ensuring it is inclusive, comprehensive, and responsive to the aspirations of the Sudanese people.
He also stressed the importance of holding unified examinations across the country—an issue of great concern to the international community—as the United Nations seeks to uphold children’s fundamental rights to access accredited exams throughout Sudan, working closely with UNICEF.
Haavisto praised reconstruction efforts, stating that he has witnessed and observed numerous construction and reconstruction activities that are restoring normal life to this city.
Guterres’s envoy arrived in Khartoum last Friday evening to hold consultations with state officials and relevant stakeholders regarding the evolving situation, de-escalation, and civilian protection. He began his meetings with the Minister of Foreign Affairs and International Cooperation.
According to media reports, the UN indicated that the coming week would see a joint visit with “Quintet” partners to discuss the political landscape and advance the Sudanese-Sudanese dialogue.
The UN Secretary-General’s spokesperson stated that Haavisto held a phone call last Thursday with the commander of the Rapid Support Forces (RSF) militia, Mohamed Hamdan “Hemedti,” during which they discussed de-escalation and the protection of civilians.
A delegation from the Quintet mechanism—comprising representatives from the African Union, the European Union, IGAD, the Arab League, and the United Nations—is expected to arrive in Khartoum on September 8 to discuss the political situation and Sudanese-Sudanese dialogue initiatives.
Sources described the UN visit as significant, noting that Pekka’s mission is not merely protocol-driven; rather, it is linked to de-escalation efforts, civilian protection, and advancing the political process, in parallel with the activities of the Quintet mechanism.
