Technical Committee to Restructure Public Sector Workforce

Sudan’s Council of Ministers has decided to form a technical committee to study the status and inventory of employees within the federal government, based on directives issued by the Prime Minister during Session No. (4) held on April 16, 2026.
In accordance with the directive, the Minister of Human Resources and Social Welfare, Moatasim Ahmed Saleh, issued Ministerial Decision No. (22) on April 29 establishing a committee to survey federal government employees, chaired by the State Minister at the Ministry of Finance, Counselor Mohamed Nour Al-Daem.
The committee’s responsibilities include compiling a full inventory of federal government employees, identifying workers who do not qualify for early retirement, developing a vision for reducing the workforce, and submitting recommendations on how such reductions should be implemented.
The committee has also been granted authority to access all relevant information and data and to seek assistance from any individuals or entities it deems appropriate.
The number of civil service employees in Sudan has sharply declined since the outbreak of the April 2023 war, as large numbers of employees were displaced to other states or sought refuge in neighboring countries.
During the period when federal ministries operated from Port Sudan, ministries relied on only 15% of government employees to run operations. That percentage was later increased to 20% following the government’s return to Khartoum.
Sources speaking to Sudanhorizon revealed part of the internal discussions surrounding the issue of federal employees, summarizing the debate as follows: if the federal government was able to continue functioning with only 20% of its workforce, why maintain the full staffing levels?
The decision issued by the Ministry of Human Resources and Social Welfare did not specify a deadline for the committee to complete its work.
