Sudan Warns African Commission Against Publishing Report Before Investigations Finalization

The Sudanese delegation participating in the 87th Ordinary Session of the African Commission on Human and Peoples’ Rights in Banjul warned on Wednesday against publishing any final report before investigations with all victims are completed.
The head of the delegation, Ambassador Al-Zein Ibrahim, stressed the importance of meeting with the National Human Rights Mechanism in Sudan and examining the victims and violations committed by militias inside Sudan, which have affected numerous regions and diverse social groups.
The Sudanese delegation, which included Ambassador Al-Zein Ibrahim Hussein, Sudan’s Permanent Representative to the African Union, and Mutaz Fadl and Alam Al-Din Hamid, members of the National Human Rights Mechanism, met with Hatem Al-Saim, the Commissioner for Sudan and head of the African investigation mission into human rights violations. The delegation briefed the meeting on significant developments, including the return of government institutions to the national capital, Khartoum, the ongoing voluntary return of refugees and internally displaced persons, and the government’s efforts to normalize life. They also explained the Sudanese peace initiative presented by the Prime Minister to the Security Council and the importance of supporting it to achieve peace.
The delegation reiterated Sudan’s reservations regarding the joint statement issued by the UN Human Rights Council’s fact-finding mission, despite the existence of existing international mechanisms such as the country office of the High Commissioner for Human Rights and the expert appointed by the Human Rights Council, as well as effective national mechanisms within the country.
The Sudanese delegation also submitted a copy of the fourth progress report of the National Commission of Inquiry into Crimes and Violations of National Law and International Humanitarian Law.
For his part, Commissioner Hatem El-Saim, head of the African Union Commission’s fact-finding mission, briefed the delegation on their visit to refugee camps in eastern Chad, where they witnessed firsthand the scale of the violations committed by the Rapid Support Forces militia in Darfur. The mission also conducted virtual interviews with victims in other areas.
