Sudan’s Minister of Livestock Participates in the Beijing Global Forum on Poverty Reduction and Development 2026

Sudanese Minister of Livestock and Fisheries, Dr. Ahmed Al-Tijani Al-Mansouri, accompanied by the Sudanese Ambassador to China, Omar Issa, is participating in the Global Forum on Poverty Reduction and Development 2026, currently in session in Beijing, China, from May 27 to 29, 2026.
The forum is organized by the Chinese Ministry of Agriculture and Rural Affairs and the International Center for Poverty Alleviation, and includes the first meeting of member states of the Global Partnership for Poverty Reduction and Development (GPPAD) and a forum on social mobilization and community participation as two fundamental pillars of sustainable development.
The events witnessed broad international participation, including ministers and officials representing governments, international organizations, and research and development institutions. Discussions focused on ways to enhance international cooperation in combating poverty, exchange development expertise, and support partnerships among developing countries.
Sudan Radio’s correspondent in Beijing, Osama Mukhtar, reported that the Minister of Livestock and Fisheries delivered a speech at the forum, emphasizing that social mobilization and community participation are the cornerstones for achieving sustainable development in developing countries, particularly those emerging from conflict or affected by poverty and climate change. He stressed that development cannot be achieved by governments alone, but requires the active participation of local communities as essential partners in planning, implementation, ownership, and accountability. He noted that experience has proven that development projects succeed when communities are involved and fail when they are absent.

The Minister reviewed the challenges facing Sudan and several other African countries, including poverty, unemployment, food insecurity, and conflicts related to natural resources. He affirmed that the future of livestock, fisheries, and agriculture sectors depends on empowering local communities and involving them in production processes and value chains.
The Minister praised the Chinese experience in combating poverty, considering it an important global model that relies on mobilizing rural communities, supporting small producers, building local capacities, and connecting people to markets, rather than solely on infrastructure investment. He also noted that Sudan is working on developing livestock production city projects in several states, considering them as both development and social transformation projects.
He explained that these projects rely on community participation, empowering women and youth, building capacity, expanding job opportunities, and strengthening local ownership. He emphasized that social mobilization contributes to promoting peace and stability by reducing conflicts related to natural resources, creating economic opportunities for youth and women, and enhancing social cohesion.
Within the framework of the forum, the importance of the Global Partnership for Poverty Reduction and Development (GPPAD) was highlighted as a new international platform for strengthening cooperation and exchanging experiences among countries. The forum also saw the adoption of the Partnership’s Action Plan for 2026–2028 and the launch of several initiatives related to transferring the Chinese experience in combating poverty and promoting youth participation.
The Minister affirmed Sudan’s commitment to supporting international efforts aimed at achieving sustainable development, strengthening international partnerships, and empowering local communities as the primary driver of any genuine development transformation. He pointed out that eradicating poverty is a shared responsibility that requires cooperation between governments, communities, and international partners.
During his visit, the Minister is holding a number of meetings to discuss cooperation with institutions and companies operating in the livestock sector.
