Sudan: New Directives to Maximize Gold Revenues

The task force responsible for implementing the Cabinet’s directives regarding gold resources, chaired by Finance Minister Dr. Jibril Ibrahim, has issued a set of guidelines aimed at maximizing revenues from gold trade and exports, and regulating and controlling traditional mining.
This came after the task force reviewed a strategic vision presented by the Minister of Minerals, Nour Al-Daim Taha, for organizing and evaluating traditional mining, providing a comprehensive overview of gold production, and regulating mining markets in various locations.
Heading the expanded meeting of the task force in Khartoum on Thursday, the Minister issued several directives to regulate gold production, trade, and exports. These included: strengthening coordination between the Ministry, the Central Bank of Sudan, and relevant authorities to set government purchase prices that incentivize producers (exceeding international prices); providing sufficient financing and the necessary guarantees for purchase operations; and expediting the approval of amendments to national legislation regulating gold production and marketing.
The directives also included regulating markets within a model market framework, emphasizing the Ministry of Minerals’ continued oversight of production, regulation of mining markets, and supervision of the import, storage, and use of chemicals necessary for mining, in accordance with environmental protection and the health of miners.
The meeting stressed that gold storage requires documentation from the Ministry of Minerals, and that the sale of existing stockpiles is prohibited except under its supervision. Exports outside official channels were banned, and import controls were tightened through banking procedures.
Furthermore, the meeting emphasized the implementation and regulation of border trade through binding legislation and government decrees, in coordination with the relevant states. Agreement was reached on decisively implementing the anti-smuggling plan and controlling border crossings, and on providing the necessary resources to anti-smuggling agencies and joint forces.
