Germany Fails to Secure Non-Permanent Seat in UNSC

The Chair of the United Nations General Assembly, German politician Annalena Baerbock, announced on Wednesday, June 3, 2026, that Germany failed to secure a non-permanent seat on the UN Security Council in the first round of voting, losing to Portugal and Austria. Two non-permanent seats were up for grabs.
Germany received only 104 votes, while Baerbock explained that a two-thirds majority, or 127 votes, was required to win the seat.
Portugal received 134 votes, and Austria received 131. The UN has 193 member states, with two non-voting members, Afghanistan and Venezuela, currently ineligible to vote.
In addition to Austria and Portugal, the UN General Assembly elected Kyrgyzstan, Trinidad and Tobago, and Zimbabwe to the 15-member Security Council for two-year terms beginning January 1, 2027.
The Council has five permanent members with veto power: Britain, China, France, Russia, and the United States. The remaining ten members are elected, with five new members joining each year.
The General Assembly also elected Bangladeshi Foreign Minister Khalil Rahman on Tuesday as President of its 81st session, which begins in September, following the end of the term of Germany’s Baerbock.
