Finance Minister Directs Adoption of Best Global Systems for Government Procurement

Sudan’s Minister of Finance, Dr. Jibril Ibrahim, has directed efforts to adopt and localize the world’s best systems in the field of government procurement, while benefiting from international experiences and developments in a manner that aligns with the country’s circumstances.

The directive came during his review on Tuesday of the ministry’s performance report for the first half of the current 2026 fiscal year.

Ibrahim stressed the importance of completing the digitalization of transactions within the ministry, in line with the state’s digital transformation agenda. He emphasized the need to convert performance data into digital reports and measurable indicators to facilitate evaluation and improvement.

He also highlighted the importance of strengthening financial reform systems to enable real-time monitoring and follow-up of performance, allowing for timely and effective decision-making.

The minister underscored the need to enhance coordination with public authorities and link them to the electronic collection and payment system “Eisali”, while monitoring the performance of government companies in coordination with the Commercial Registrar and the Taxation Chamber.

He also stressed the importance of following up on payments owed by organizations, public financing institutions operating in Sudan, and third-party contractors implementing projects, while ensuring transparency in payment processes.

For his part, State Minister of Finance Mohamed Nour Abdel Daem revealed ongoing efforts with external financing institutions to secure the cancellation of Sudan’s external debt. He also announced the launch of financial reform initiatives related to the national budget, the unified treasury system, and capacity building required for implementation.

He said a working team comprising all relevant stakeholders had been formed to adopt standards and systems aimed at reforming public financial management. He affirmed full coordination with government units to complete the digitalization of payroll systems in cooperation with relevant ministries.

Abdel Daem also noted that an integrated system is being implemented in the public entities sector to regulate procurement and contracting processes, alongside the introduction of electronic invoicing in the tax sector and efforts to expand the tax base to include the informal sector.

Meanwhile, Acting Undersecretary of the Ministry of Finance, Dr. Mohamed Ali Juma, said overall performance is proceeding according to plan. He stated that the ministry has fulfilled all its obligations regarding government spending on priorities approved in the budget, while stressing the importance of rationalizing exemptions to improve revenue performance.
