Sudanese PM Presents Peace Initiative Including Militia Disarmament, Internationally Monitored Ceasefire

Sudanese Prime Minister, Dr. Kamil Idris, has presented an initiative to the UN Security Council on Monday to resolve the conflict in Sudan. The initiative includes a ceasefire, the disarmament of the Rapid Support Forces (RSF)militias, and the achievement of justice and reconciliation.

The Security Council held an open session Monday evening to discuss the situation in Sudan.

In his address to the Security Council, Idris stated that the Sudanese civilian government’s initiative to end the conflict in Sudan starts with a ceasefire, disarmament, non-selective justice, and genuine reconciliation.

He explained that the initiative begins with a comprehensive ceasefire under the supervision of the UN, the African Union, and the Arab League. This would be followed by withdrawal of RSF fighters from the cities under their control to camps agreed upon under UN, Arab, and African supervision.

He noted that the initiative includes the disarmament of the RSF under international monitoring, with guarantees against the recycling of weapons. It also includes facilitating and securing the return of internally displaced persons and refugees, and ensuring the smooth flow of humanitarian aid. Idris stated that the government will take confidence-building measures, including subjecting perpetrators of crimes to transitional justice, reviewing pending cases, and regularizing the status of those wishing to return to the country in preparation for launching dialogue.

He explained that the initiative allows for the integration of Rapid Support Forces elements who meet government criteria into the regular forces, concurrently with the reintegration process, in addition to supporting development projects in Darfur, Kordofan, and other affected areas.

The Prime Minister said the initiative includes holding local and international conferences to re-establish social peace and reconciliation, as well as convening a Sudanese-Sudanese dialogue during which political forces will agree on how to govern the country, followed by general elections.

He indicated that the initiative provides a realistic and implementable framework for protecting civilians, restoring state authority, and opening the way for national reconciliation, emphasizing that it does not aim to win the war but rather to end the cycle of violence.

He stressed that the initiative complements the road-map set by the Sudanese government and the Saudi-Egyptian initiative.
