UN Security Council Adds Al-Qouni Dagalo, Three Colombians to Its International Sanctions List

The UN Security Council’s sanctions committee on Sudan has added four individuals to its sanctions list on Tuesday, including a senior Rapid Support Forces (RSF) official and three Colombian nationals linked to an international services agency.

The “1591 Sanctions Committee” on Tuesday designated Al-Qouni Hamdan Dagalo, the RSF’s procurement Officer, brother of the RSF commander, who lives in Dubai, UAE, subjecting him to measures including an asset freeze and travel ban under Chapter VII of the UN Charter.

The committee’s blacklist also included three Colombian nationals associated with the international services agency A4SI: Álvaro Andrés Quijano Becerra, the agency’s founder; Claudia Viviana Oliveros Forero, the agency’s owner and director; and Mateo Andrés Duque Botero.

The 1591 Sanctions Committee was established by a Security Council resolution in 2005 to address the violence in Darfur. It oversees the arms embargo, asset freeze, and travel ban, and is supported by a panel of experts who monitor compliance and investigate violations of international humanitarian law.
