Two Senior UN Officials to Visit Khartoum Soon

Two senior UN officials are expected to visit Sudan at the end of this month: the UN Special Rapporteur on Human Rights in Sudan, Radwan Nouicer, and the Personal Envoy of the UN Secretary-General, Pekka Haavisto, separately.
Informed sources confirmed to Sudanhorizon that Nouicer’s visit is confirmed, but the date has not yet been definitively set. Diplomatic sources also confirmed to Sudanhorizon that the visit of Guterres’ Personal Envoy will take place on August 27th or 28th. Both visits will precede the 63rd session of the UN Human Rights Council, scheduled for September 7th.
Haavisto’s visit precedes the 81st session of the United Nations General Assembly, which begins on September 8th. The Sudanese delegation is expected to be led by the Chairman of the Transitional Sovereign Council.
The Human Rights Council will discuss the humanitarian situation in Sudan during its 63rd session.
It will also hear a comprehensive report from its own international fact-finding mission on the humanitarian situation, followed by an interactive dialogue with the Council.
The report is expected to include human rights and international humanitarian law violations that occurred in the context of the war. It will detail the facts, circumstances, and causes of the violations, document and analyze the evidence gathered by the mission, identify the individuals and entities responsible, and offer recommendations on accountability.
It is likely that Guterres’ envoy will hold talks with senior state officials and other relevant parties. It is also likely that the envoy will review the progress made by the National Committee concerned with the inventory and exchange of detainees, which was formed under Resolution (270) issued by the Chairman of the Transitional Sovereign Council, Lieutenant General Abdel Fattah al-Burhan. Its formation came as a confirmation of the Sudanese government’s commitment to protecting civilians in all regions of Sudan, and in response to the United Nations initiative on the same matter.
