UN Security Council Sanctions More RSF Militia Leaders

The UN Security Council Committee established pursuant to Resolution 1591 (2005) concerning Sudan has added four leaders of the Rapid Support Forces (RSF), including Abdel Rahim Dagalo, to its sanctions list. This list includes individuals and entities subject to measures imposed by the Security Council under Chapter VII of the UN Charter. The names have been forwarded to Interpol for enforcement.
The list includes:
– Abdel Rahim Hamdan Dagalo, Deputy Commander of the Rapid Support Forces (RSF)
–Gido Hamdan Ahmed, Commander of the North Darfur Division of the RSF
– Al-Fatih Abdullah Idris, Brigadier General in the RSF, also known as Abu Lulu
– Al-Tijani Ibrahim Musa Muhammad, a field commander in the RSF
This decision represents the culmination of a series of statements, press releases, and condemnations adopted by the Security Council, which reached its peak on August 13, 2025, when the Security Council issued a strongly worded statement rejecting the Rapid Support Forces’ (RSF) declaration (last month) of a rival administration in parts of Sudan under their control. The Council warned that this move threatened the country’s unity and exacerbated the brutal conflict between militias and the Sudanese Armed Forces.
On October 30, 2025, the Security Council issued a statement expressing its grave concern over the escalating violence in and around El Fasher, North Darfur, and condemning the RSF’s attack on El Fasher and its devastating impact on the civilian population.
In their statement, the Security Council members condemned the atrocities reportedly committed by the Rapid Support Forces against civilians, including summary executions and arbitrary arrests. They expressed grave concern about the increasing risk of widespread atrocities, including those with ethnic motivations, and called for all perpetrators of these violations to be held accountable.
On Tuesday, the Security Council issued a new sanctions resolution announcing that it had sent an immediate notification to The Interpol containing information identifying the individuals and entities and explaining the relevant sanctions. This will assist law enforcement officers in taking appropriate action in accordance with their national laws.
The special notices issued by Interpol and the UN Security Council combines the UN sanctions regime with Interpol’s established notification system, creating an effective law enforcement tool.
Interpol’s primary function is to alert national law enforcement authorities to the applicability of at least one of these sanctions, namely asset freezes and the freezing of funds or other assets. The sanctions do not require asset seizure or confiscation, but they do include travel bans, meaning the individual is prohibited from entering or transiting through the territory. The arrest or prosecution of these individuals is not required. The sanctions also include arms embargoes, prohibiting the direct or indirect supply, sale, or transfer of arms and related materials.
