Sudan’s Ambassador to Moscow: Close Coordination Between Sudan and Russia in International Fora

The Undersecretary of the Ministry of Foreign Affairs and International Cooperation, Ambassador Muawiya Othman Khalid, concluded his visit to Russia, where he headed the Sudanese delegation to the meetings of the Joint Sudanese-Russian Political Committee.
Sudan’s Ambassador to Moscow, Mohamed Al-Ghazali Siraj, described the visit as “highly successful” and having precisely achieved its objectives.
He stated that Russia, through strong statements and clear positions, reaffirmed its unwavering support for Sudan and its commitment to defending Sudan’s sovereignty and territorial integrity.
Al-Ghazali explained that this position is principled, non-negotiable, and unwavering, and that Moscow will not budge from it. He also revealed close coordination between Khartoum and Moscow in international forums, particularly at the United Nations, Geneva, and all regional and international platforms.
Asked to assess the outcome of the visit and relaltions between the two nations, and the joint talks, Ambassador Al-Ghazali noted that the visit came at a time when Sudan is experiencing a recovery phase, marked by the government’s return to Khartoum and the successive victories achieved by the Sudanese Armed Forces (SAF), as well as the reintegration of some states into the nation.
This has contributed to a deep understanding on the part of the Russians that the situation is now ripe for reconstruction and encouraging both the public and private sectors to work in the coming phase.
He added that the Russian government, through its senior officials, reaffirmed that Sudan is a key partner in Africa and the Middle East.
It emphasized the importance of political dialogue and intensive work through diplomatic mechanisms and bilateral meetings at international forums, UN meetings, and regional and substantive gatherings.
He pointed to the shared political circumstances facing both countries amidst international polarization and calls for a multipolar world, in addition to the repercussions Sudan is experiencing from these international shifts.
The ambassador stated that the Sudanese narrative regarding the current crisis—namely, the existence of a militia rebellion attempting to seize power, control Sudan, dismantle and destroy it to plunder its resources with the support of regional powers—received considerable understanding and acceptance from the Russian side. This contributed to strengthening mutual understanding and discussing the general situation between the two countries.
Al-Ghazali affirmed that the recent progress in relations has contributed to an increase in the volume of trade between Sudan and Russia. He added that although the trade balance currently favors Russia due to its agricultural exports such as wheat, fertilizers, and certain technological products and machinery—and is expected to increase—Sudan is striving to achieve a balance in this ratio in the coming period.
The ambassador pointed out that Russia has clearly declared Sudan its primary partner in the medical field. He noted that, according to official statistics, from 2021 to 2025, approximately 20,000 Sudanese visited Russia for medical treatment. He also mentioned Sudan’s importation of Russian medical and technological equipment, adding, “We agreed to develop these relations and establish comprehensive institutional plans in all medical fields.”
He explained that the bilateral talks and meetings addressed all aspects of the relationship for the purpose of evaluation and follow-up, in addition to reviewing the implementation of the protocol signed last year, which encompassed all areas of economic and trade cooperation. The Sudanese ambassador to Moscow noted that memoranda of understanding were signed last year, and work is currently underway to develop them into agreements and projects to enhance infrastructure, transportation, and energy.
Al-Ghazali revealed significant plans for expanded cooperation between Sudan and Russia in the energy sector with major Russian companies, as well as mining and minerals companies, in the coming period. He emphasized that other major steps are being taken to advance bilateral relations, given the strong and decisive political will on both sides.
