Sudan Minister of Finance Announces Full Support for the 2026–2030 National Health Plan

State Minister at the Ministry of Finance, Mohamed Nour Abdel Daem, has announced the ministry’s full support for the National Strategic Plan for Health System Recovery and Development (2026–2030), stressing that adopting the concept of “Health in All Policies” will bring about a significant transformation in the country’s fiscal policies.

The announcement was made during the official endorsement ceremony of the strategy at the Al Salam Rotana Hotel. The event was attended by the representative of the Prime Minister and Minister of Federal Governance and Rural Development, Mohamed Saleh Kortkaila, Minister of Health Dr. Haitham Mohamed Ibrahim, Minister of Human Resources and Social Development Moatasim Ahmed Saleh, and Minister of Digital Transformation and Communications Dr. Ahmed Ghandoor.

The State Minister explained that the strategy focuses on strengthening financial resources by regulating revenue streams, improving collection mechanisms, enhancing procurement systems, and ensuring the efficient utilization of available resources. These measures, he said, will establish a transparent and flexible financial system capable of reforming contracting mechanisms and delivering healthcare services more efficiently.

He reaffirmed the Ministry of Finance’s commitment, as the sponsoring authority, to supporting ambitious initiatives aimed at increasing government revenues and rationalizing public expenditure, particularly through reforming health financing and expanding health insurance coverage for poor and displaced populations.

For his part, the Prime Minister’s representative affirmed the government’s commitment to implementing the strategy as a national program. Meanwhile, Minister of Health Dr. Haitham Mohamed Ibrahim described the strategy as a turning point toward achieving universal health coverage, noting that it places particular emphasis on vulnerable areas in Darfur and Kordofan.

Minister of Digital Transformation and Communications Dr. Ahmed Ghandoor also announced the introduction of 130 electronic health services through the “Baladna” digital platform to support the implementation of the national strategy.
