What Message the CIA Director Delivered to Moscow?

The visit of the CIA Director to Moscow three days ago has sparked much speculation about the nature of the messages exchanged between Washington and Moscow.
US officials revealed that President Donald Trump personally instructed CIA Director John Ratcliffe to travel to Russia on a “highly sensitive” intelligence-diplomatic mission.
The Wall Street Journal, citing its sources, reported that representatives of the US military leadership and Trump’s trusted aides remained unaware of the message Ratcliffe was to deliver to the Kremlin, forcing European officials to seek information about the visit after it had taken place.
The sources indicated that Ratcliffe informed his Russian counterparts that the United States remained committed to Article 5 of the NATO treaty concerning collective defense. He also discussed the Iranian nuclear program, Russian-Iranian military cooperation, and the resumption of negotiations with Ukraine.
Ratcliffe arrived in Moscow on the morning of August 25, spending approximately eight hours there. This marked the first visit by a CIA director to Russia in years. He was accompanied by several senior aides, as well as security personnel and support staff. A U.S. military C-17A transport plane, typically used for sensitive missions, was used to transport them.
In a radio interview, President Trump confirmed that Ratcliffe had visited Russia, describing it as “almost routine.” He suggested the visit “might yield some results,” but offered no further details.
Kremlin spokesman Dmitry Peskov stated that the visit was related to contacts between the two countries’ intelligence agencies. He added that Russian President Vladimir Putin did not meet with Ratcliffe but was briefed on the outcome of the discussions.
The Trump administration engages in occasional talks with the Kremlin on a number of issues, most notably the war between Russia and Ukraine. European NATO member states fear that Washington will pressure Kyiv to accept Russian conditions for ending the war in Ukraine. On the other hand, Washington fears that military cooperation between Moscow and Tehran will develop in a way that harms American plans to force Iran to accept American conditions.
