Tijani Sisi: Excluding Any Party From Internal Dialogue Will Reproduce the Crisis

Dr. Tijani Sisi, head of the National Movement Forces, has reaffirmed that the speech delivered on Friday, by the Chairman of the Sovereign Council, Lieutenant General Abdel Fattah al-Burhan, was entirely consistent with their meeting a few weeks prior, during which the idea of national dialogue was raised.

In an exclusive statement to Sudanhorizon Sisi said that a comprehensive Sudanese dialogue that all-inclusive is the only way out of the political crisis. He pointed to the speech by the Chairman of the Sovereign Council regarding creating a conducive environment for this dialogue by freezing all cases filed against some individuals abroad who have opposed the state.

He added that creating a conducive atmosphere could lead to greater trust among these groups, encouraging their participation in the internal dialogue. He stressed that the state’s non-interference in the Sudanese-Sudanese dialogue is crucial so that Sudanese stakeholders can discuss the issues that have challenged security and stability in the country since independence and find effective solutions.

Sisi explained that the Sudanese-Sudanese dialogue is a political process, and that political and civil forces should play a greater role in the preparatory phase, given that these forces have offered many visions on how to resolve the political crisis in Sudan. He noted that the current situation, particularly on the ground, is witnessing significant victories achieved by the Sudanese Armed Forces (SAF) , and expressed his hope that these victories will continue until all mercenaries leave the country and all militia groups still occupying areas in Kordofan and Darfur are defeated.

Sisi noted the Sovereign Council Chairman’s emphasis on the roadmap presented by the government to the United Nations, which calls for the withdrawal of militias from the cities and areas they occupy to designated locations, their disarmament, and their subjection to security arrangements to prevent these groups from posing any threat to the country’s security and peace.

He stated that while the dialogue is progressing through various stages, it has now entered two phases: the preparatory phase and the convening phase. He explained that this requires discussions and dialogues among political forces and stakeholders, as several issues must be resolved before the dialogue can commence—a matter of concern to all.

Sisi expressed his hope that all parties would voice their opinions within this framework, so that the dialogue can ultimately lead to a viable state-building project. He affirmed that this is their objective, stressing that any dialogue under the current circumstances must culminate in a state-building project and the establishment of institutions agreed upon by stakeholders during the transitional period and beyond.

He emphasized that any dialogue that fails to address the root causes of the Sudanese crisis will not resolve the country’s problems.
