Sudan and Saudi Arabia Sign MoU to Rehabilitate Khartoum Refinery

Sudan and the Kingdom of Saudi Arabia have signed a memorandum of understanding (MoU) to rehabilitate the Khartoum Refinery and establish a new refinery in Port Sudan with large refining capacities, as part of efforts to strengthen Saudi cooperation and investment in Sudan’s oil sector.

The MoU was signed on the Sudanese side by Mohammed Awad Al-Jak, Director General of Petroleum Facilities at the Ministry of Energy and Petroleum, and on the Saudi side by Sheikh Sultan Al-Anzi, Executive Director of Saudi Tuwaiq Group, who was authorized to sign by the group’s Chairman, Sheikh Tuwaiq bin Maqad Al-Otaibi. The signing took place at the Ministry of Energy’s premises in Khartoum on Wednesday.

The Undersecretary of the Ministry of Energy and Petroleum welcomed Saudi Arabia’s interest in investing in Sudan’s energy and oil sectors, noting that the partnership between the two countries in this field would begin with the Khartoum and Port Sudan refineries, with ambitious refining capacities. He directed that all obstacles facing the project be addressed to pave the way for reaching a final agreement and commencing implementation.

For his part, Sheikh Sultan Al-Anzi affirmed the group’s seriousness and desire to invest in Sudan in several fields, foremost among them the oil sector. He highlighted the group’s technical and financial capabilities, as well as its experience and international and local partnerships in various fields, including the construction and development of petroleum refineries in Saudi Arabia and the Gulf states.

Mohammed Awad Al-Jak explained that the Saudi group had engaged with the Sudanese side during its week-long visit in extensive and detailed technical meetings and discussions covering the technical and investment aspects of the project, culminating in the signing of the memorandum of understanding.

The Saudi Tuwaiq Group operates in several fields, including contracting, infrastructure, mining, and industrial assets. It includes a number of specialized companies under its umbrella, including Ammar United, which operates in the oil, gas, and refinery sectors. Through this partnership, the group seeks to expand its investments in Sudan and capitalize on promising opportunities in the energy and oil sector.
