Sudanese-Turkish High-Level Talks to Enhance Cooperation and Reconstruction

Prime Minister Kamil Idris held bilateral meeting with Turkish Vice President Cevdet Yılmaz, in the presence of the two countries’ agriculture ministers. This meeting was part of the Sudanese government’s efforts to strengthen its foreign relations with brotherly and friendly nations and expand economic and development cooperation to support stability, reconstruction, and economic development.
The meeting addressed ways to develop relations in the economic and investment sectors, as well as supporting Sudan’s reconstruction efforts and strengthening the strategic partnership between the two countries.
Following the meeting, the two sides proceeded to participate in joint ministerial talks.
During the discussions, the Turkish side affirmed unwavering support for Sudan’s unity, sovereignty, and territorial integrity, and its support for legitimate Sudanese state institutions. Turkey also reiterated its commitment to continuing humanitarian and service-related assistance through Turkish institutions operating in Sudan, including the Turkish Embassy in Port Sudan, the Turkish Cooperation and Coordination Agency (TIKA), Ziraat Bank, and Turkish Airlines. The two sides also discussed the evolving political and humanitarian situation in Sudan, emphasizing the need for Sudanese government representation in all initiatives and processes related to Sudanese affairs. They further stressed the importance of supporting peace efforts, ending the war, and creating the conditions required for reconstruction and development.
The two sides held extensive discussions on opportunities for economic and investment cooperation, particularly in the agriculture, energy, mining, infrastructure, ports, transportation, and logistics sectors. Emphasis was placed on the importance of moving from the stage of understandings to practical implementation through joint follow-up mechanisms and specific timelines.
The talks addressed several major strategic projects, including the “Zadi 1” project and the Gezira, Rahad, and Hawad agricultural projects. Cooperation in the oil, mining, electricity, renewable energy, and gum arabic sectors was also discussed, along with the “One Million Productive Housing Units for Youth” project. Furthermore, the discussions covered cooperation in training, capacity building, digital transformation, and leveraging the Turkish experience in e-government, resource management, and infrastructure development.
The two sides agreed to activate joint follow-up mechanisms and prepare an implementation roadmap for priority projects. They also emphasized the importance of holding the Sudanese-Turkish Business Forum in the near future and facilitating the movement of businesspersons and investments between the two countries.
The Sudanese delegation participating in the joint talks included the Minister of Finance, the Minister of Agriculture and Irrigation, the Minister of Energy, the Minister of Minerals, the Prime Minister’s Special Representative Dr. Al-Hussein Al-Khalifa Al-Siddiq Al-Hafyan, the Prime Minister’s Advisor Mr. Nizar Abdullah Mohammed, and the Ambassador of the Republic of Sudan to Ankara. The Turkish delegation included the Minister of Energy and Natural Resources, the Minister of Agriculture and Forestry, the Deputy Minister of Treasury and Finance, the Deputy Minister of Trade, and several representatives from relevant Turkish ministries and agencies.
