Egyptian-Syrian Cooperation in the Oil and Gas Sector

A meeting between Egyptian Minister of Petroleum and Mineral Resources Karim Badawi and his Syrian counterpart, Mohammed al-Bashir, in Washington, D.C., on Tuesday, explored ways to enhance bilateral cooperation in the oil and gas sector.
The meeting focused on leveraging Egyptian expertise to rehabilitate Syria’s energy infrastructure and activating the role of major Egyptian companies such as Enppi and Petrojet in future development projects, according to Russia Today.
The two sides discussed updates on the implementation of the previously signed memorandum of understanding in the natural gas sector, in addition to exploring new opportunities for cooperation, including the rehabilitation of facilities and the development of oil and gas-related projects within Syrian territory.
The Egyptian minister emphasized that the historical relations between the two countries provide a solid foundation for strengthening the economic partnership, noting the potential for the Syrian sector to benefit from Egyptian capabilities in processing, transportation networks, and liquefaction plants.
The two sides agreed to establish a specialized technical mechanism to monitor the implementation of the agreed-upon projects, with a focus on technical training programs and the exchange of expertise between personnel working in the two countries.
This rapprochement comes at a time of increasing positive indicators regarding offshore exploration opportunities in Syrian territorial waters, particularly following the signing of a memorandum of understanding between Qatar Energy, Total Energy of France, ConocoPhillips of the United States, and the Syrian Petroleum Company to study the potential of Block 3 in the Sham Basin.
The new agreement includes a comprehensive technical review to assess offshore potential, paving the way for future investment decisions related to drilling and exploration programs. Estimates suggest the existence of reserves that could bolster the future of the oil industry in the country, especially in areas off the coast of Latakia.
