Legal Officer Confirms that Procedures of the G. Assembly Correct

Mohamed Halfa, head of the legal team of the Sudanese Football Association, considered the complaints filed by the El Fasher and El Geneina associations, and not by any other members of the Sudanese Football Association, protesting the early date of the General Assembly and the statutes, to be a right guaranteed to all.
In press statements published today, on Thursday, Halfa asserted that the Sudanese Football Association is ready to respond to any complaint filed against it, noting that all amendments to the statutes, the election regulations, and the roster system were discussed and approved at the association’s assemblies in Port Sudan in October 2024 and in Abu Hamad in February 2025, with the participation of members of the General Assembly.
He added that these amendments “were carried out with minimal objection, as only two members of the Port Sudan Association objected to their proposal and one member of the Abu Hamad Association objected to their approval. The amendments were carried out in a democratic atmosphere, with the Shendi and El Fasher Associations objecting to the Port Sudan Association, and only the El Fasher Association objecting to the Abu Hamad Association.”
The head of the association’s legal team went on to say that “any talk of the association introducing amendments to the electoral system or falsification without presenting them to the General Assembly is false.” Halfa noted that FIFA, the Legal Committee, and the Governance Committee are fully aware of everything that has been done to the association’s statutes, the electoral regulations, and the list system. They have copies of the minutes of the association’s General Assembly in which the electoral regulations were approved, and even the list system was known to everyone well in advance of the General Assembly meeting. He stated that all members of the General Assembly who were eligible to participate and had the right to vote had participated in approving the list system in the electoral regulations.
Halfa would go on to reveal that a specialized committee was participating in studying the proposed amendments to the electoral regulations, and that some provisions had been added by the International Federation of Association Football (FIFA). Stating that FIFA was fully aware of all the steps taken to convene the Sudanese Football Association’s electoral general assembly, and that the association had not withheld any information from FIFA until it had been notified. Attributing the delay in announcing the amendments to the numerous discussions that took place within FIFA and the Sudanese Football Association before they were approved.
The head of the Geneina Federation, Abdullah Bargo, had filed a complaint with FIFA, accusing the Sudanese Football Association’s board of directors of exclusion, bringing forward the election date, and making illegal amendments.
The Change Group, headed by Dr. Moatasem Jaafar, won by acclamation for a new (4)-year term after the nomination period closed on Tuesday without any other group submitting a nomination.
