“Watan” Coalition Proposes Separating Military and Political Tracks to the “Quintet”

The Forces of the Revolution for National Issues Alliance (“Watan”) announced that it met on Thursday with representatives of the Quintet Mechanism at the United Nations headquarters in Khartoum. In a statement, the alliance reported that the meeting discussed the dimensions of the Sudanese-Sudanese dialogue and its vision for managing the process internally.

During the meeting, the delegation affirmed its identity as an opposition civil alliance that offers no political support to the current government; however, it supports the Sudanese Armed Forces and openly rejects the Rapid Support Forces (RSF) militia, based on a patriotic stance aimed at protecting the state, its institutions, and its sovereignty.

The alliance emphasized its commitment to an inclusive internal dialogue to provide opportunities for key stakeholders and to overcome the shortcomings of external conferences, ultimately aiming for democratic transition, the rule of law, and civilian authority. It also expressed support for the Preparatory Committee’s efforts to create a conducive environment and provide guarantees for participants, particularly those based abroad.

The delegation clarified its decision to decline a previous meeting—which had stemmed from ambiguous wording that grouped it with factions holding opposing views—and advocated for separating the military track (concerning the ceasefire and security arrangements) from the political track (concerning the system of governance). It also called for urgent humanitarian aid not to be made conditional upon a ceasefire.

The alliance outlined details of its meeting with the Commander-in-Chief of the Sudanese Armed Forces regarding guarantees for the participation of all political and societal forces—with the exception of the dissolved National Congress Party and the political wing of the RSF militia (unless the latter abandons its supportive stance toward the militia). It stressed the necessity for the dialogue committee and participants to demonstrate independence, broad acceptance, transparency, and balanced representation.

The Watan (homeland) Alliance called upon the Quintet Mechanism to provide logistical support and expertise, and to contribute to confidence-building and international coordination in support of this process.
