Sudan and AfDB Discuss Country Strategy

The Ministry of Finance announced on Thursday that it has discussed arrangements related to Sudan’s Brief Country Strategy for the period 2027–2029 with the African Development Bank.

During his meeting with the African Development Bank’s Country Director for Sudan, David Mutuku, and his accompanying delegation, Finance Minister Dr. Jibril Ibrahim emphasized the importance of the Brief Country Strategy, which aims to provide a temporary framework for cooperation and development financing during the period 2027–2029.
This framework will maintain the continuity of the partnership between Sudan and the African Development Bank and restructure and redirect existing projects and available resources toward the most priority and needy sectors, particularly education, health, water, agriculture, energy, environment, and social welfare.

The Finance Minister stressed the importance of prioritizing financing for the energy sector, given the extent of the destruction and damage inflicted on the sector’s infrastructure and the resulting significant challenges to electricity supply. He noted the necessity of supporting efforts to rehabilitate the sector and enhance its capacity to meet the needs of the coming phase.

The minister emphasized the importance of strengthening coordination among relevant authorities and finalizing the necessary technical and administrative arrangements for holding meetings according to the program prepared by the African Development Bank mission. This will contribute to achieving the strategy in a way that meets Sudan’s development priorities in the coming period.

The meeting addressed ongoing projects within Sudan’s portfolio with the African Development Bank (AfDB), their implementation progress, and the importance of continued coordination to ensure their objectives are met and allocated funding is utilized, according to a press release from the Ministry of Finance.

The two sides discussed several important issues, including Sudan’s portfolio with the bank and current and future development projects. The meeting also reviewed newly signed projects scheduled for launch in September. The AfDB has allocated significant funds to finance four new projects, slated for implementation in 2027.

These initiatives aim to strengthen the partnership between Sudan and the AfDB and maintain the continuity of development cooperation between the two sides. They also focus on directing existing and new resources and projects toward Sudan’s priorities and basic needs, supporting vital sectors and contributing to recovery and reconstruction efforts, as well as enhancing food security during the period 2027–2029.
