The Sudanese Government: Review of Legislation and Regulations Governing Border Trade

The Minister of Finance and head of the task force responsible for developing urgent solutions to the economic challenges related to exports and imports, Dr. Jibril Ibrahim, affirmed the government’s commitment to tightening control and regulation of border crossing trade with neighboring countries. This will be achieved through a review of the legislation and regulations governing this activity, and an evaluation of relevant agreements and memoranda of understanding. The aim is to enhance the state’s economic interests and increase the contribution of border trade to supporting the national economy and boosting public revenues.
An expanded meeting, chaired by the Minister of Finance at the Ministry headquarters on Wednesday, discussed the detailed report submitted by the Minister of Industry and Trade, Mahasin Yaqoub, regarding the review of the foundations and regulations governing border trade. This review is part of the state’s efforts to develop the border trade system, strengthen its oversight, and maximize its economic returns.
The meeting emphasized the need to review the agreements and protocols governing border trade concluded between the states and neighboring countries, and to submit them to the Cabinet in preparation for approving a unified legal and regulatory framework at the national level. This framework will ensure the standardization of regulatory references, enhance coordination between the federal government and state governments, strengthen border trade management, curb unregulated practices, and maximize the utilization of resources to serve economic development goals.
The meeting also approved the adoption of the “Our Country” digital platform as the national platform for managing export and import procedures. All operations related to foreign trade will be conducted through this platform, including the issuance of necessary permits and authorizations for exporters and importers, in accordance with established procedures and from any location within the country. This aligns with the state’s drive towards digital transformation, streamlining procedures, enhancing transparency and governance, and improving the efficiency of foreign trade management.
The meeting stressed the importance of these measures as a crucial step towards building an integrated national system for regulating border crossing trade. This system will be based on governance, digitalization, and institutional coordination, thereby facilitating the flow of trade, safeguarding the state’s rights, increasing revenue collection efficiency, and contributing to supporting economic reform efforts and achieving sustainable development.
