Ministerial Meeting Discusses Funding the Summer Agricultural Season

A meeting chaired by the Minister of Finance, Dr. Jibril Ibrahim, discussed ways to provide urgent financing for agricultural inputs for the summer season, including improved seeds, fertilizers, fuel, and pesticides, with a focus on strategic food crops, primarily sorghum and millet. This is part of efforts to enhance food security and increase agricultural production.
This came during meeting in Port Sudan headed by the Minister of Finance and Economic Planning, Dr. Jibril Ibrahim Mohamed, with participation from a number of international and regional financing institutions to discuss financing arrangements for the 2026-2027 summer agricultural season and to follow up on the implementation of the Port Sudan Water Project.

The meeting was attended by the Governor of Red Sea State, Lieutenant General Mustafa Mohamed Nour; the Undersecretary of the Ministry of Agriculture and Irrigation, Ms. Fatima Rahma; the World Food Programme (WFP) Country Director in Sudan, Abdullah Al-Wardat; the African Development Bank (AfDB) Country Director for Sudan, David Mokoto; and the Deputy Director of the Sudanese Agricultural Bank, Omar Abdel-Shafi. The AfDB Regional Director, Alex Mubiro, participated via video conference, along with a number of specialists from the Ministry of Finance, the Ministry of Agriculture, the AfDB, and the WFP.
The meeting also reviewed the progress made in the wheat production project in the producing states, which is being implemented as part of an integrated program funded by the AfDB. The second phase of the project is valued at US$100 million and is being implemented by the WFP.
The Minister of Finance praised the AfDB’s continued support for Sudan across various development sectors, emphasizing that the current phase requires urgent support to secure the needs of the agricultural season and ensure sustainable food security. For its part, the AfDB reaffirmed its commitment to continuing its support for food security and agricultural development projects in Sudan, in coordination with its development partners.
The meeting reviewed a report on the progress of the wheat project and the project to strengthen the resilience of food and agricultural systems in Sudan, both funded by the African Development Bank with a total value of $142 million. The Ministry of Agriculture also presented a detailed report on the urgent needs for production inputs for the upcoming summer season.
Meanwhile, the meeting reviewed a report on the administrative and operational arrangements for the Port Sudan Water Project, implemented by UNICEF with funding from the African Development Bank amounting to $51 million. This project is considered a strategic initiative aimed at improving drinking water services in the city.
This meeting follows up on the outcomes of meetings held by the Minister of Finance with the leadership of the African Development Bank on the sidelines of the Bank’s Annual Meetings, which took place from May 25 to 29, 2016, in Brazzaville. The aim of these meetings was to accelerate the implementation of development projects and enhance funding to support Sudan’s economic and service-related priorities.
