High Commissioner Reviews RSF’s Human Rights Violations at Conclusion of Sudan Visit

United Nations High Commissioner for Human Rights Volker Türk affirmed that the grave violations committed against civilians in Sudan by the Rapid Support Forces (RSF), including attacks on civilian infrastructure, sexual violence, and extrajudicial killings, may amount to war crimes. He stated that he had verified these violations through testimonies from citizens he met in Port Sudan, Dongola, Ad-Dabba, and Merowe, calling for an immediate halt to such abuses and for the protection of civilians.
The High Commissioner pointed to the role played by youth, volunteers, and civil society organizations in providing humanitarian services and legal support to victims of violations.
Speaking at a press conference held today (Sunday) at Port Sudan Airport, marking the conclusion of his four-day visit to Sudan, Türk said that the Sudanese people’s spirit of struggle for peace, justice, and freedom has not been broken despite nearly three years of what he described as a brutal war against civilians.
The High Commissioner expressed concern over repeated drone attacks on the Merowe Dam and power generation stations, which have led to electricity outages affecting hospitals and disrupting irrigation and clean water supplies. He warned that targeting vital civilian infrastructure constitutes a serious violation of international humanitarian law.
He also warned of worsening humanitarian conditions and food insecurity, noting the presence of famine-like conditions in Kadugli and the risk of famine in other areas, including Dilling, amid the continued siege imposed by the Rapid Support Forces and their allies.
The High Commissioner highlighted harrowing testimonies from war victims, including displaced women and children who were subjected to shelling, looting, and sexual violence while fleeing El Fasher, stressing that the use of sexual violence as a weapon of war constitutes a war crime.
He further referred to reports of summary executions and the detention of thousands of civilians carried out by the Rapid Support Forces in El Fasher, calling for the release of detained civilians, the search for the missing, and the unhindered delivery of humanitarian assistance to all affected areas.
