Sudan’s Representative in Geneva Holds “Core Group” Meeting at the Human Rights Council Prior to UK’s Moves

Sudan’s Permanent Representative to Geneva, Ambassador Hassan Hamid, preempted the Human Rights Council’s deliberations and the anticipated British draft resolution on Sudan by addressing a meeting of ambassadors from like-minded countries at the United Nations Palace. This group comprises 29 countries, led by China.

Ambassador Hassan Hamid reviewed the situation in Sudan, explaining to the ambassadors of the group the international mechanisms currently operating in the field of human rights in Sudan that enjoy the government’s acceptance and cooperation. These include the country office of the High Commissioner for Human Rights, and the expert appointed to monitor the human rights situation in Sudan, who was welcomed by the country and has been visiting regularly, subsequently submitting reports to the Human Rights Council. He added that there is also the Group of Experts established pursuant to Security Council Resolution 1591, which has consistently devoted a significant portion of its reports to the human rights and humanitarian situation. He further stated that despite the existence of these three mechanisms, which enjoy the government’s full acceptance and cooperation, Britain and its Western allies have consistently submitted a draft resolution each year to impose a fourth mechanism. Each time, this draft resolution equates the Sudanese Armed Forces, which are fulfilling their sacred constitutional duty to protect the state and its people, with the known rebel militia with its documented history of terrorism and criminal activity. Moreover, the resolution’s proponents fail to adhere to UN terminology and conventions when addressing states and referring to their governments by their legal designations, and they disregard ongoing national efforts in the field of justice. This includes the Sudanese judiciary and the National Commission for Investigating Crimes and Violations of National Law and International Humanitarian Law, which was formed by a decision of the Chairman of the Transitional Sovereign Council.

The Permanent Representative called on the member states of the Group to support Sudan’s just position in the face of the anticipated draft resolution on Sudan, noting that the sponsors of the resolution have already begun inciting several non-governmental organizations to promote the narratives of the rebel militia and fabricate baseless accusations against the Sudanese Armed Forces whenever they advance on the ground.
