Sudan Welcomes Congressional Committee Move, Warns Against Equating SAF with RSF Militias

The Sudanese Embassy in the United States has welcomed the continued attention of the US Congress to the humanitarian situation in the country, following the Foreign Affairs Committee’s approval of the “US Engagement in Sudan Peace Act” and its recommendation for passage. The embassy also warned against equating the army with militias.
In a statement issued Friday, the embassy explained that the Sudanese government shares the deep commitment of Congress and the American people to ending the suffering, protecting civilians, and achieving a just peace.
The statement commended the leadership of Committee Chairman Brian and Ranking Member Gregory Meeks, and expressed appreciation for the removal of the section concerning steps aimed at activating procedural rules to delegitimize Sudan’s representation at the United Nations and international bodies.
It described this as a well-considered and constructive decision that reflects an understanding that respect for the sovereignty of the state and its legitimate institutions is a foundation for peace, not an obstacle to it.
In response, the embassy statement expressed the Sudanese government’s reservations and concerns regarding any framework that draws a comparison or equates the Sudanese Armed Forces(SAF), as the constitutional national institution tasked with protecting the state, with the militia Rapid Support Forces RSF, whose conduct the committee itself had previously condemned as genocidal. The statement emphasized that accountability measures must align with the realities of the conflict and previous US resolutions.
It is worth noting that the draft resolution explicitly stipulated the need to conduct an assessment to determine whether any armed actor in Sudan meets the criteria for designation as a Specially Designated Global Terrorist, in accordance with the International Emergency Economic Powers Act.
According to the statement, the government reaffirmed its commitment to a Sudanese-led and Sudanese-owned transition to civilian democratic rule, ensuring full and unhindered humanitarian access to those in need, and achieving accountability for violations of international humanitarian law. The statement further noted that the committee’s recent actions demonstrate what can be achieved through dialogue and mutual respect to bring the two countries closer to their shared goal of ending the war and building a peaceful future.
