Security Council Condemns Detention, Kidnapping, and Looting of UN Forces by RSF Militia

Members of the Security Council have strongly condemned the detention by the Rapid Support Forces (RSF) militia on 28 February of over 60 United Nations peacekeeping personnel, the kidnapping of eight armed civilians, and the looting of a logistical convoy belonging to the United Nations Interim Security Force for Abyei (UNISFA), comprising eight vehicles and 280,000 litres of fuel. This followed a routine fuel delivery to the Joint Border Verification and Monitoring Mechanism headquarters in Kadugli.

In a statement issued on Monday, the Council members condemned all forms of violence against United Nations personnel and civilians, including deliberate kidnapping. They reiterated that attacks on peacekeepers may constitute war crimes and reminded all parties of their obligations under international humanitarian law, calling for accountability for the Rapid Support Forces.

The members of the Security Council expressed deep concern over the threats to the safety and security of UNISFA peacekeepers and civilian staff.

They urgently called for the immediate return of UNISFA’s trucks and fuel. Additionally, they urged all parties to enable the Force to fully carry out its mandated tasks without any interference, including providing support to the Joint Border Verification and Monitoring Mechanism. The Council members commended the efforts of the Acting Head of Mission/Force Commander of UNISFA to ensure the safe return of all victims. They reaffirmed their full support for the Force and expressed appreciation to the troop- and police-contributing countries.
