On the Appointment of Lt. Gen. Abdeen Al-Tahir: “Fill the Quiver Before Unleashing Your Arrows”

The Prime Minister’s selection of Lieutenant General Abdeen Al-Tahir to head the Integrity and Transparency Commission is a wise choice, one that seems, in essence, consistent with the required criteria for this position.

As the old Arabic proverb says, “Fill the quiver before unleashing your arrows,” and the quivers are the containers in which arrows are placed. The quality of the shot depends not only on the archer’s skill but also on the tools, equipment, and resources available to him to help him hit the target accurately and reliably.

With his extensive experience and expertise in police work, Lieutenant General Abdeen Al-Tahir is well-prepared to undertake this type of delicate task, where issues are intertwined and considerations are complex. However, skill alone, no matter how great, still requires a clear institutional framework that allows it to operate to its full potential.

Therefore, it is hoped that the Prime Minister and all state institutions will complete the “Quiver” initiative in a way that makes the mission optimally feasible. This requires providing a sufficient budget that guarantees the independence and effectiveness of its work, along with a firm and genuine political will that prioritizes integrity and transparency, providing them with the necessary protection and impetus, free from hesitation or favoritism.

Legal texts, however important, remain a theoretical framework; it is the spirit of implementation that makes the real difference. Sudan ratified the United Nations Convention against Corruption in September 2014, and subsequently, the National Commission for Transparency, Integrity, and Combating Corruption Act of 2016 was passed, before being repealed and replaced by the National Anti-Corruption Commission Act of 2021. I expect that the newly formed body will have clear laws and regulations governing its work, defining its duties, tasks, powers, and organizational and functional structure. However, all of this will be insufficient without a sufficient budget and supportive political will.

Ultimately, a capable leader with the right tools and unwavering support will undoubtedly open new horizons for the concepts of integrity and transparency, paving the way for a clearer and more just era.

In conclusion, we say to His Excellency Lieutenant General Abdeen Al-Tahir: Proceed as you have always been, with clarity of position, steadfastness to principle, and a relentless pursuit of truth, no matter how complex the paths or how intricate the details.
