From Importing Expertise to Creating Knowledge: How Can Development Projects Become Factories for Building People and the State?

Development is not simply about constructing roads, dams, factories, or farms. Before anything else, it is about building national capacity to manage, improve, and sustain those assets over time.
Projects can be completed within a few years, but national knowledge requires a clear vision, a well-defined strategy, and unwavering determination. Knowledge cannot be purchased off the shelf, imported, or granted by others. It is built through experience, training, practical application, and continuous accumulation.
The real distinction between nations that achieve sustainable development and those that remain dependent on others does not lie in the size of their natural resources, but in their ability to transform development projects into platforms for generating knowledge and developing human capital. National knowledge thus becomes one of the state’s most valuable strategic assets—perhaps its most enduring one.
Knowledge Cannot Be Imported—It Must Be Built
Many developing countries fall into a strategic trap by assuming that development can be achieved simply by importing foreign experts, technologies, and equipment. Successful international experiences, however, demonstrate that benefiting from external expertise is merely the starting point. Genuine expertise is acquired only when knowledge is transferred to national minds and becomes embedded in daily practice, enabling local people to plan, implement, innovate, and improve independently.
This process unfolds through three interconnected stages: benefiting from foreign expertise, localising that expertise, and ultimately creating indigenous knowledge. It is only at this final stage that a country evolves from being a consumer of knowledge into a producer of it, and from dependence on external expertise to ownership of its own capabilities.
Knowledge does not accumulate automatically. It requires institutions to preserve it, policies to support it, and leadership that recognises that investing in people is every bit as important as investing in infrastructure.
The Merowe Dam: A Practical Model for Building Knowledge
The experience of the Merowe Dam offers a practical example of how national development projects can become schools for producing knowledge rather than merely engineering achievements.
The project’s implementation philosophy was based on leveraging international expertise while ensuring that knowledge was transferred to Sudanese professionals through their direct participation at every stage of implementation. This included on-site training, involving university graduates and students in project activities, and sending technicians and specialists abroad for advanced training in hydroelectric power generation, dam engineering, quality assurance, environmental studies, and environmental mitigation measures.
Knowledge transfer also extended into water resource management, water harvesting, environmental and social studies, resettlement planning, and community development, helping to produce a generation of Sudanese professionals with practical, accumulated expertise across these disciplines.
The project also generated new expertise in reservoir management and fisheries development. It promoted sustainable fishing practices, conservation of fish stocks, temporary restrictions on fishing during the early stages of ecosystem development, and training in fisheries management, aquaculture, and aquatic environmental studies.
Its impact extended to agriculture through resettlement and rural development programmes, which strengthened national expertise in soil and water management, improved agricultural productivity, trained workers in date palm cultivation and maintenance, enhanced yields, promoted the economic utilisation of palm by-products, created employment opportunities, and established sustainable vocational skills.
Investment was not limited to engineers and specialists. It also developed a broad base of skilled national labour in construction, steel fabrication, carpentry, heavy equipment operation, electrical work, mechanical engineering, plant operation, and maintenance. These skilled workers later became an important national resource, contributing to other development projects across Sudan.
This demonstrates that the project’s greatest legacy lay not merely in its physical infrastructure, but in the expertise it created.
Another Model from the Productive Base
At a different level, the experience of the Craftsmen’s Branch of Faisal Islamic Bank Sudan provides another model for knowledge creation, this time emerging directly from society’s productive base.
By providing artisans with modern machinery and equipment through accessible financing, the bank enabled many traditional trades to move beyond conventional methods towards significantly higher levels of efficiency and productivity.
As these technologies became integrated into everyday work, practical experience accumulated within workshops, knowledge was transferred from one generation to the next, and the workshop itself evolved into a vocational school that produced knowledge as effectively as it produced goods and services.
This experience demonstrates that knowledge creation does not begin only in universities or major national projects. It also begins whenever skilled workers are provided with the tools, opportunities, and environment necessary to learn, improve, and innovate.
Conclusion
Despite their differences in scale and sector, these examples reveal an important strategic truth: national knowledge is not a gift to be received, a commodity to be purchased, or a technology to be imported. It is a cumulative achievement that begins with a clear vision, is supported by a coherent strategy, safeguarded by sustained determination, and implemented by institutions that recognise that investing in people is the most enduring investment of all.
Only those nations that place knowledge creation at the heart of their national strategy—and protect that strategy through continuity and commitment—can move from importing expertise to producing it, from consuming knowledge to creating it, and from dependence on others to building their own capabilities.
Major development projects are therefore not ends in themselves. They are instruments for developing people, localising knowledge, and creating national expertise.
If a project comes to an end while its knowledge remains, its greatest legacy has been preserved. But if both the project and its accumulated expertise disappear, the nation is forced to start over every time.
True development does not begin with a project. It begins with determination, followed by strategy, and ultimately with people who acquire knowledge, develop it, and pass it on to future generations.
When knowledge becomes a strategic objective of the state rather than merely a by-product of development projects, genuine national progress begins. The future then becomes the natural continuation of what has already been built, rather than a fresh beginning with every new generation.
