Environment-Preparation Committee and Democratic Bloc Agree on Comprehensive Sudanese-Sudanese Dialogue

The committee tasked with preparing the environment for the Sudanese-Sudanese dialogue held a meeting on Tuesday at the Al-Salam Hotel in Khartoum with leaders of the Democratic Bloc.
This was the first in a series of consultations to prepare for the anticipated political process.
In press statements, both parties reaffirmed that a comprehensive dialogue—wholly owned and managed by the Sudanese people—is the only option for ending crises and laying the foundation for a new future.
Committee spokesperson Osman Mirghani described the meeting as highly productive, praising the Democratic Bloc’s positive approach and its initiative to identify core issues requiring consensus and resolution.
Mirghani clarified that the actual dialogue has not yet begun; current efforts are focused on the “environment-preparation” phase, as well as identifying participating parties, the agenda, and priorities.
He dismissed the notion that political activity is confined to Khartoum, asserting that the upcoming dialogue will be inclusive, extending to all of Sudan’s states and regions—including Darfur and Kordofan—without excluding anyone.
The spokesperson denied the existence of any external pressure or dictates, explaining that the committee’s meetings with European Union ambassadors and the Norwegian ambassador in Cairo aim to leverage accumulated international experience in facilitating negotiations—such as the Naivasha process—while strictly upholding Sudanese sovereignty and full ownership of the dialogue and its outcomes.
For his part, Omar Othman Abu Sha’ba, representative of the Democratic Bloc, stated that the meeting was held at the official invitation of the committee. He noted that the Bloc’s position is grounded in the necessity for the dialogue to be fundamental—different from previous dialogues held since 1948 that failed to address the root causes of the crisis—and inclusive of all groups and regions in order to achieve genuine national consensus.
