Relocation of Refugees from Khartoum to Safer Camps with Partners’ Support

Amid the worsening humanitarian crisis caused by Sudan’s ongoing war, Sudanese authorities have recently begun implementing an organized operation to relocate foreign refugees from Khartoum State to more secure camps in several other states. This measure responds to the dire conditions refugees have endured for nearly two years.
Withdrawal of Organizations and Absence of Services
Since the war erupted in mid-April 2023, most international humanitarian organizations withdrew from Khartoum State due to deteriorating security, leading to a complete disruption of refugee services. Thousands of refugees were left unprotected and unsupported, sheltering in unfinished or destroyed buildings without water, food, or healthcare amid a total absence of organized humanitarian response.
The rebel Rapid Support Forces (RSF) militia exploited these conditions, coercing some male refugees to join their ranks—an act that stripped them of refugee status and turned them into security threats.
Engagement with Responsible Authorities and Relocation Process
Given this reality, Khartoum State authorities formally notified the UN Refugee Agency (UNHCR) and the Commissioner for Refugees—the entities directly responsible for refugee affairs—of their decision to relocate refugees, citing compelling security and humanitarian reasons.
The relocation was executed under direct government supervision and in coordination with international partners. Refugees were categorized by nationality and systematically transported to designated camps in states such as White Nile, Gedaref, and Kassala.
Logistical Support and Medical/Security Escorts
At departure points, authorities provided food aid for refugees to carry during their journey. Vehicles were allocated for the transportation of personal belongings with UNHCR support, ensuring the preservation of refugees’ dignity and rights.
To ensure safety, convoys were accompanied by security forces, ambulances, and mobile medical units—a meticulous approach that reflected the operation’s humanitarian focus.

The efforts of receiving states deserve recognition for their humanitarian and responsible handling of the crisis. These authorities demonstrated profound empathy for vulnerable groups, undertaking commendable preparations that eased refugees’ suffering after prolonged neglect.
