Ministry of Finance Issues Guidelines for New Budget Spending

The Sudanese Ministry of Finance and Economic Planning has announced measures to regulate the disbursement of employee compensation (salaries and allowances) within the limits of the actual workforce. Payments will be processed through the accounts of active units at the Central Bank of Sudan.
These directives, issued as general guidelines for implementing the 2025 budget, aim to achieve the budget’s objectives despite the country’s current challenges.
The new guidelines emphasize the Ministry’s authority over public funds, the elimination of revenue diversion, and the activation of financial oversight mechanisms. They mandate strict adherence to financial and accounting procedures, the procurement and contracting law, its regulatory framework, and the civil service framework law and its regulations, along with directives from the Ministry of Labor and the Civil Service Bureau.
The directives prioritize enhancing revenue collection efficiency through electronic systems and mandate the collection of government service fees via bank transfers and electronic payment methods approved by the Central Bank of Sudan.
The guidelines, signed by Abdullah Ibrahim, Undersecretary of the Ministry of Finance and Economic Planning, explicitly prohibit extending service beyond the mandatory retirement age, approving new service conditions, and initiating new contracts.
The directives call for stricter control and prioritization of government spending based on actual resource flows. Government units are required to submit periodic reports to the Ministry of Finance in compliance with the guidelines outlined.
Additionally, the guidelines mandate full compliance with Cabinet directives on regulating official delegations’ foreign travel.
The guidelines specify that communications between states and the Ministry of Finance must go through the Ministry of Federal Governance. The government also commits to fully covering its obligations to the National Pension and Social Insurance Fund, as well as the National Health Insurance Fund.
These measures reflect the Ministry’s commitment to maintaining fiscal discipline, enhancing transparency, and ensuring efficient allocation of public resources in line with Sudan’s economic recovery efforts.
