Anticipated Amendments to the Constitutional Document and Appointment of a Civilian Prime Minister

A special committee formed by the Transitional Sovereignty Council is nearing the completion of its task of proposing amendments to the 2019 Constitutional Document. These proposals will be presented at a joint meeting of the Sovereignty Council and the Council of Ministers, which, according to the document, serve as the interim legislative body to review and approve the amendments.
Sources close to the matter told Sudanhorizon that the committee, which includes several ministers and experts, has been working continuously over the past two weeks. Its focus has been aligning the country’s current wartime realities and post-war recovery with internal and external demands. A key proposal is appointing a civilian Prime Minister tasked with forming a transitional government to manage the civilian aspects of the “Battle of Dignity,” including rebuilding the destruction caused by the war ignited by the Rapid Support Forces (RSF).
Such a government also aims to restore Sudan’s leadership role in the African Union and enable Sudanese embassies worldwide to fulfil their expected roles.
The sources emphasized that the discussed amendments will not affect the core commitments of the Juba Peace Agreement. Instead, they aim to balance those commitments with the envisioned structure of the Transitional Sovereignty Council and the Council of Ministers, clarifying and potentially adjusting the powers granted to each under the proposed amendments.
This initiative reflects ongoing efforts to navigate Sudan’s complex political and humanitarian landscape while paving the way for a more stable governance structure.
