Sudan and Belarus Sign Export Financing Agreement

Sudan and Belarus signed the second phase of the export financing agreement (the framework agreement) on Friday at the headquarters of the Development Bank of Belarus in Minsk.
The agreement was signed on behalf of Sudan by the State Minister of Finance, Mohamed Nour Abdel-Daim, and on behalf of Belarus by the CEO of the Development Bank of Belarus, Sergei Stolyarchuk. The signing ceremony was attended by Sudan’s Ambassador to Belarus, Omar Al-Amin Abdullah, and the General Manager of the Agricultural Bank of Sudan, Salah Mohamed Abdel-Rahim.
The State Minister of Finance led high-level discussions with the head of the Belarusian bank to operationalize the agreement by advancing joint banking cooperation—specifically by facilitating direct correspondent banking relations and expanding financing lines.
The State Minister proposed a strategic initiative based on a “revolving loan” model to secure essential commodities; this is a vital financing mechanism that enables the procurement of strategic goods through profit-sharing arrangements. The bank pledged to review the proposal.
The State Minister announced that, under the signed agreement, the Development Bank of Belarus would provide over $100 million in initial funding to construct 17 grain storage silos and establish an assembly line for Belarusian tractors in Sudan. Future phases will focus on food security projects, agricultural mechanization, transportation, and infrastructure rehabilitation, aiming to integrate Sudan’s vast natural resources with Belarusian technology in agriculture and manufacturing. He emphasized that this agreement serves to implement the decisions of the joint ministerial committee between the two countries, which met last May.
