State of Emergency Extended in Blue Nile Region for Three Months

Lieutenant General Ahmed Al-Omda Badi, Governor of the Blue Nile Region, issued a decree extending the state of emergency across the entire region for three months.
The order directed the Commander of the 4th Infantry Division, the Regional Police Director, and the Regional Intelligence Director to take all necessary measures and actions—pursuant to the Emergency Law of 1997 and its regulations—to maintain security within the region.
On Thursday, the Governor of the Blue Nile Region also issued an emergency order regulating and prohibiting the movement of motorcycles.
The order stipulates a ban on any person driving, operating, or moving motorcycles within the administrative boundaries of the cities of Al-Damazin and Al-Roseires between the hours of 5:00 PM and 6:00 AM the following day.
This ban applies to all motorcycles, regardless of type or ownership, unless they fall under the exceptions specified in the order.
Exempted from the provisions of this order are motorcycles belonging to regular forces and security agencies while performing official duties; cases involving official or humanitarian missions authorized by competent authorities; and any other cases determined by the Regional Governor—or his designee—when necessity and the public interest so require.
The order directed the Regional Police Director and the relevant regular and security agencies to take the necessary measures to enforce the order’s provisions, address violations, and take legal action against offenders. The Order stipulates penalties—without prejudice to the penalties prescribed in the Emergency and Public Safety Law of 1997 or any penalties under other laws—whereby anyone violating the provisions of this Order shall be punished by imprisonment for a term not exceeding three months or by a fine not exceeding 500,000 pounds; in the event of a second offense, the penalty shall be imprisonment for a term not exceeding six months or a fine not exceeding one million pounds.
In the event of a third offense, the maximum penalty shall be doubled, and the motorcycle may be confiscated for the benefit of the government.
