The headquarters of the Arab Lawyers Union in downtown Cairo, Egypt, witnessed a large legal and intellectual event held on Monday, during which the Sudanese Bar Association launched the first part of the book “The Empowerment Removal Committee in Sudan: Practices and Impacts,” authored by researcher and media authority Dr. Muzammil Suleiman Hamad.
The event was attended by a distinguished group of legal professionals, judges, diplomats, media figures, and academics.
The Secretary-General of the Arab Lawyers Union, Mr. Makawi Ben Aissa, addressed the event remotely, emphasizing the importance of the Union’s support for scholarly and intellectual events that promote the rule of law and foster serious legal dialogue on national issues.
The Sudanese Bar Association President, Professor Zain al-Abidin Muhammad Hamad, also addressed the attendees, praising the significant scholarly effort undertaken by Dr. Muzammil Sulaiman Hamad in preparing this work. He described the book as an important documentary and legal document that examines the experience of the Empowerment Removal Committee through a research and analytical methodology supported by documents and evidence.
For his part, Professor Tariq Abdel Fattah, Assistant Secretary-General and one of the book’s contributors, reviewed its main themes, explaining that the author adopted a historical and analytical approach in studying the committee’s work during the period from October 29, 2019, to October 29, 2021. This approach relied on official documents, recordings, correspondence, minutes, rulings, and reports, along with a legal and procedural analysis of the committee’s performance and the impact of its decisions.
During his address, Dr. Muzammil Suleiman Hamad explained that the book is the culmination of years of research, documentation, and document collection. He emphasized that the aim of the work is not to champion one political faction or condemn another, but rather to present a well-documented scholarly study of the Empowerment Removal Committee’s experience and to analyze its legal, administrative, economic, social, and political repercussions, all within the framework of respect for the rule of law, justice, and sound legal procedures.
The author noted that the book addresses the committee’s establishment and legal foundations, the impact of its decisions on the judiciary, the civil service, investment, the economy, and public administration, as well as the psychological, social, educational, and security implications. It also includes a comprehensive field study and concludes with a set of findings and recommendations. He announced that this publication represents the first part of a comprehensive research project, to be followed by a second part that will address other aspects of the experience, supported by additional documents and analyses.
The symposium witnessed a rich discussion, with several speakers praising the book’s scholarly and documentary value. They stressed the importance of documenting this period in Sudan’s history using a scientific methodology based on documents and evidence, thus contributing to the enrichment of legal and historical studies related to transitional justice and the rule of law.
At the conclusion of the event, the signing booth witnessed a large turnout of attendees eager to purchase the book, which is considered one of the most prominent documentary publications that addressed the experience of the Empowerment Removal Committee, due to its inclusion of documents, records, and legal and scientific analyses, making it an important reference for researchers, judges, lawyers, and those interested in Sudanese affairs.
