Social Welfare’s State Minister: Sudan Cooperates with the UN Human Rights Mission

Dr. Salma Ishaq, Minister of State at the Ministry of Human Resources and Social Development, affirmed the Sudanese government’s continued rejection of the first fact-finding committee, saying this was a politically motivated than a professional body tasked with investigating human rights violations.
In exclusive statements, Dr Salma Ishaq stated that Sudan fully cooperates with the UN Human Rights Council’s human rights mission and welcomes the special rapporteurs and their approach, which involves direct communication with citizens without intermediaries. She indicated the government’s readiness to engage with any proposals issued by the mission.
The state minister added that the formation of the fact-finding committee was politically motivated and backed by well-known international entities. She emphasized the continued cooperation with the Office of the United Nations High Commissioner for Human Rights (OHCHR), which operates within Sudan and participates in meetings with official bodies. She explained that there is a joint plan between the National Human Rights Protection Mechanism, headed by the Minister of Justice, and the OHCHR. She noted that Sudanese authorities regularly provide the OHCHR with information, despite OHCHR’s occasional complaints about not receiving certain data prior to issuing its reports.
Regarding the recent Human Rights Council meetings, the minister described Sudan’s participation as successful, noting the Minister of Justice’s participation and his responses to several statements made during the sessions. She clarified that some of the information presented to the Council was inaccurate, and that the Minister also responded to the statement by the UN High Commissioner for Human Rights, Volker Türk, concerning his visit to Sudan and his remarks before the Security Council.
Dr Salma Ishaq noted that Sudan organized a side event during the meetings to present its National Plan for the Protection of Civilians, which was submitted to the Security Council as part of Sudan’s commitments in January 2025. She explained that the event also addressed efforts related to protecting women and girls and combating violence against women, in addition to the framework agreement signed with the United Nations in this field. She added that Sultan Saad Abdel Rahman Bahr al-Din of the Masalit tribe debriefed the session on the violations that took place in El Geneina, West Darfur State, as a survivor, speaking about the suffering to which the civilians there were subjected.
Regarding the humanitarian situation, the Minister of State explained that humanitarian aid reached Kordofan region after the siege of Kadugli was lifted, stressing the continued flow of relief through the Humanitarian Aid Commission (HAC) and the concerned parties, despite the challenges facing delivery operations, including the Rapid Support Forces militia targeting some convoys with drones. She said that the areas that are returning to state control are witnessing a gradual return to normal life and the arrival of aid to the population, noting that the liberation of the city of Bara will contribute to facilitating access to a number of Kordofan region, given the importance of the road linking Bara and Omdurman, which cuts the distance to the city of El Obeid and the areas of North Kordofan.
