UNSC Expresses Deep Concern Over Signing of Parallel Authority Charter in Sudan

United Nations Security Council members have expressed deep concern over the signing of a charter to establish a parallel governing authority in Sudan. The Council members emphasised that such actions could exacerbate the ongoing conflict in Sudan, fragment the country, and worsen the humanitarian situation.
In a statement issued on Wednesday, the Security Council members reaffirmed their strong commitment to Sudan’s sovereignty, unity, and territorial integrity. They stressed that any unilateral steps undermining these principles threaten the stability of Sudan and the broader region.
The Security Council members called on the conflicting parties in Sudan to seek an immediate cessation of hostilities and to engage in good faith in political dialogue and diplomatic efforts to achieve a permanent ceasefire. They welcomed the call by the African Union and the UN Secretary-General for an urgent declaration of a ceasefire during the month of Ramadan.
The Council members reiterated their call for all parties to comply with their obligations as outlined in the Jeddah Declaration. They emphasised the importance of conducting a genuine, inclusive, and transparent national dialogue leading to a free, fair, and democratically elected national government after a civilian-led transitional period. This would fulfil the Sudanese people’s aspirations for a peaceful, stable, and prosperous future, fully aligned with the principles of national ownership.
The Security Council members urged all member states to refrain from external interference to fuel conflict and instability. They called for support for efforts to achieve lasting peace, adhere to obligations under international law, and implement relevant Security Council resolutions, including Resolution 2750 (2024), renewing the arms embargo on Darfur. They also called on all conflict parties to comply with international humanitarian law and Resolution 2736 (2024), which demands that the Rapid Support Forces militia lift the siege on El Fasher city and cease its bombardment.
The Security Council members expressed their full support for the efforts of the Secretary-General’s Personal Envoy, Mr Ramtane Lamamra, to use his good offices with the parties to achieve a sustainable resolution to the conflict through dialogue.
