Sudanese Displaced Universities to Return Home Seats, Campuses within two months

The Sudanese Ministry of Higher Education and Scientific Research has instructed all universities to return to their original campuses, as originally licensed, and to cease operations at all alternative or temporary centers and locations by August 1, 2026.
On Wednesday, the Minister of Higher Education and Scientific Research, Ahmed Madawi Musa, who also heads the National Council for Higher Education and Scientific Research, issued Decree No. (83) of 2026. The decree stipulates that all higher education and scientific research institutions operating outside Sudan or in internal displacement must return to their original campuses.
The decree is based on the provisions of the Higher Education and Scientific Research Regulation Act of 2021, particularly Article 7 (1)(l) and Article 9 (e, g), and requires institutions to take the necessary measures and arrangements to fully conduct their activities from their original campuses.
The decision mandated the cessation of operations at all alternative or temporary centers and locations outside the original campuses by August 1, 2026, emphasizing that any institution failing to complete the full return procedures within the specified timeframe would be ineligible to admit students for the 2026-2027 academic year.
It called upon the administrations of higher education institutions and relevant authorities to take all necessary measures to ensure implementation and adherence to the directives according to the established timeline.
