Harare – Sudanhorizon
Sudanese PM Kamil Idris addressed the 25th Summit of the Heads of State and Government of the Common Market for Eastern and Southern Africa (COMESA), held today in Harare, the capital of Zimbabwe.
He emphasized Sudan’s urgent need for support from its neighbors and partners during the reconstruction and recovery phases . Outlining the Sudanese government’s peace initiative, he recalled the details of this historic proposal—previously submitted officially to the UN Security Council in 2025—which serves as a national roadmap for achieving peace.
He underscored the strategic importance Sudan places on COMESA as a vital regional economic platform, noting that the organization’s true success lies in its sustainability and its capacity, in the sessions ahead, to establish a solid foundation for integrated economic cooperation that benefits the peoples of the region.
He called upon member states and the regional community to support the Sudanese national dialogue, noting that the stability of Sudan serves as a cornerstone for the security and economy of the entire Eastern and Southern African region. In his address, he added: “The future is what matters most to us now. Sudan is at a critical juncture, requiring genuine assistance and tangible support from its neighbors to confront immense challenges and the lingering effects of the harsh conditions it has endured over the past few years.” Idris affirmed Sudan’s full confidence in the Common Market for Eastern and Southern Africa (COMESA) as its primary regional partner and a leading platform for providing the technical, economic, and logistical support essential for the nation’s comprehensive reconstruction and rebuilding phase—a process now being pursued by the state and all its institutions. He noted that the rehabilitation of infrastructure and the implementation of development projects stand as the government’s top priorities for the coming period.
The summit’s opening session featured the formal transfer of the regional chairmanship from Kenya to Zimbabwe. The President of the Republic of Zimbabwe, Dr. Emmerson Mnangagwa, assumed the presidency for the new term. The organization’s new bureau was also constituted, with Zimbabwe as Chair, Zambia as Vice-Chair, and Burundi as Rapporteur.
In his opening address, the newly inaugurated Zimbabwean President thanked the participating heads of state and delegations. He underscored the strategic importance of COMESA and its promising future in driving sustainable development and fostering intra-regional trade among member states, while also expressing deep appreciation for the exceptional efforts of the organization’s Secretariat.
The summit officially adopted the report on the state of peace and security within COMESA member states. Furthermore, the leaders endorsed a set of recommendations concerning Sudan, focusing on mechanisms to bolster security and political stability, as well as initiatives aimed at resolving conflicts—all with the goal of ensuring the country’s territorial integrity and facilitating its economic recovery. The summit also approved the Secretariat’s recommendations regarding administration and budgeting for the coming period. The resolution included exceptional provisions—most notably, critical recommendations concerning Sudan—aimed at settling and addressing the country’s outstanding financial arrears to the organization, in recognition of the difficult economic and political circumstances it is currently facing.
The summit concluded its proceedings by adopting key organizational and expansion-related decisions, including the formal endorsement of a report on the establishment and outfitting of the new headquarters for the COMESA Secretariat.
